Before delivering the speech of rail budget for the year
2015-2016, our railway minister (Mr. Suresh Prabhu) was very well prepared. Alike,
other previous railway speeches, it was more like marketing of railways and
turning all benefits in govts interest without hurting public sentiments. So,
as expected he delivered the impressive speech which was full of hopes and
dreams. Some of them were introduction of Bullet trains, converting now-a-days
train into Hi-speed trains and many more. By doing big promises they had
created illusion around the people and they started thinking “ Acchhe Din Aane
Wale Hain” (campaign slogan of ruling party).
It’s time to reality check now. We all know that the dream
of Bullet train and Hi-speed train will be dream for some more years. We can’t
live in dreams only. For having those developments in our country, our whole railway
system has to be revamped from the scratch. When our trains are not running safely
on current speeds, how we dare to dream for bullet trains. There are many
factors which are big obstacles in fulfilling those dreams (which I will
discuss some other time). When you will analyze budget with more details, you
will find that there may be some years in our ‘Acchhe Din’ but govts ‘Ache Din’
started from first day of formation.
Most of us had ignored one major factor of the budget which
will create big hole in our pockets and increasing govt funds. According to new
reservation rules now you will be able to book your tickets 120 days in advance
(earlier it was 60 days). Now think, how many of you can plan your journey 4
months in advance. Practically very few percentage of population plans their
journey so early (only those who have to attend ceremonies or event where date
is fixed). In our busy life and in MNC culture where you have to work 24*7 to
meet your target, you cannot plan your journey so early. Business men who have
to regular travels will not be able to plan so early. This development will
result in proxy booking and also flourish the business of un-authorized agent (who
is very active on every booking counter). As most of the tickets are done on
assumption of plan, so slight change in plan results into cancellation for
which you will have to pay cancellation charges (as applicable). After that, for your new journey date you
will have to book new tickets which will be available in tatkal quota only
(maximum time) and getting tatkal booking in our system is practically
impossible without agents (I will discuss this topic in some other post in
detail) especially in peak season, so again you have to pay agent charges as
well as tatkal charges other than normal booking charges.
Now you will understand the whole concept how you are
getting big hole in your pocket for booking single ticket. Government is
getting four side benefit as they are rolling your money for 4 months, earning
from cancellation charges in huge amount, earning from tatkal charges ( also
they launched premium tatkal booking where charges are much higher than normal
tatkal) and last one which no one thinks i.e. earning interest from your
deposit. From 1st June 2015, increased service tax will again cut
your pocket as the ticket charges will increase. Again government is benefitted.
It seems citizens will only dream and live in the hope of “ACCHE
DIN” but government’s “ACCHHE DIN” already started.
